Affordable Housing Projects
It has become apparent that affordable rental housing for long term and/or transitional
tenancy is rare, and in most cases unaffordable. As such, AccessHome is developing and
acquiring permanent, affordable housing for its consumers by utilizing financial resources,
including government agencies/programs, private lending institutions, and HOME funds utilizing our Community Housing Development Organization (CHDO) certification.
As a service provider for consumers of FNRC, AccessHome provides assistance and resources available for rental accommodations. Throughout our service area, we have units reserved for low-income individuals/families, with a percentage of units reserved for persons with developmental disabilities.
Currently, AccessHome inventory of affordable housing includes 3 duplexes and 7 single-family homes, 3 apartments, and 9 homes with Community Living Services.
Accessibility Modifications (AM)
It is the intent and policy of AccessHome to help provide modifications directly relating to
the consumer’s accessibility needs. Scope of work may include: Widening doors for ingress/egress; Grab bars/handrails to aid ambulatory problems; ADA bathroom facilities and installation; Wheelchair ramps and; Construction to facilitate accessibility equipment (i.e. lifts, track systems).
It is not the policy to complete any remodeling and/or additions to existing structures,
unless deemed necessary for consumer’s accessibility and falls within policy financial limits.
AccessHome limits assistance for accessibility modifications to one approved project in a
five-year period per consumer/household.
To receive AccessHome funding for modifications, a licensed and insured contractor is
required on projects exceeding $1,000. For projects requiring a building permit, AccessHome mandates submission of two (2) bids from licensed contractors. In most cases, AccessHome
staff must visit the site ahead of construction to explain the
modification program process, approve the project and have the Accessibility Modification
Agreement signed.
Note: AccessHome can provide only minor modifications to rental property (i.e. installation of grab bars
and/or handrails, provide handheld showerheads, install door handles, temporary removable ramps that
must be returned when tenant moves). Any modification to be completed on rental property must have the property owner’s written consent.
Affordable Housing Services
AccessHome owns the following affordable housing properties:
AccessHome’s administrative office is the City of Redding’s first mixed-use project in the Parkview Neighborhood Redevelopment Plan, and is located just south-east of the City of Redding Civic Center and the new Redding Public Library. The complex includes, 3 residential units comprised of, 2 two bedroom/one bath ADA units and 1 one bedroom one bath unit. Each ADA unit has 864 sq. ft. of living space; the one-bedroom/one bath unit has 900 sq. ft., is upstairs from the office and hosts a beautiful view of Mount Shasta. This project was done in partnership with Far Northern Regional Center, the City of Redding Housing Authority, City of Redding Redevelopment Agency, and Tri Counties Bank. All three of the residential units are income restricted and rents are set annually by HOME guidelines.

Ten single family residential units: one 3 bedroom/1 bath duplex; one 2 bedroom/1 bath
duplex with single car garage for each unit; a one bedroom/1 bath bungalow-style unit;
and five 2 bedroom/1 bath bungalow- style houses. This project done in partnership with the City of Redding Housing Authority, City of Redding Redevelopment Agency, and Far Northern
Regional Center. All of the units are income restricted and rents are set annually by HOME guidelines.

A two bedroom/one bath ADA duplex. Each unit has 1,136 square feet living space and a
276 sq. ft. single car garage. Both units are income restricted and rents are set annually by
HOME guidelines.

Community Living Facilities
AccessHome provides nine Community Living Facilities designed or modified to provide
affordable housing and services to persons with developmental disabilities.
